A father, mother and five-year-old daughter have been confirmed as three of the 11 victims killed when a vehicle rammed through a crowd at a festival in Vancouver on Saturday.

Toan Le says his brother Richard Le, his sister-in-law Linh Hoang and their five-year-old daughter Katie Le were killed while attending the Lapu Lapu Day festival.

Le says the family leaves behind their 16-year-old son, Andy, who didn’t go to the event on Saturday.

He says his brother sent a text to his son around 8 p.m. Saturday, saying they would be home soon, but the family learned later that night that Richard had been killed, and detectives confirmed Sunday that Linh and Katie also died.

Le says Andy is in a state of shock, trying to absorb everything and that his life has changed over just a few days.

A 30-year-old Vancouver man has been charged with eight counts of second-degree murder and police say more charges are likely as the victims are identified.
